Meet the Staff
Amy McKeever Toman / Executive Director
Ms. Toman joined the Florida Elections Commission as Executive Director in February 2013. Ms. Toman earned her juris doctorate from the Loyola University School of Law in 1992 and subsequently began her law career as an Associate in the civil litigation departments of Williams & Montgomery, Ltd. and later, Barnes & Thornburg in Chicago, Illinois. Ms. Toman’s service to the State of Florida began in 2004. She has worked for several agencies including, Agency for Persons with Disabilities, the Florida Senate Committee on Children, Families, and Elder Affairs, and most recently, the Department of Business and Professional Regulation. Ms. Toman is admitted to practice law in Illinois and Florida.Eric Lipman / General Counsel
Eric is originally from the Boston, Massachusetts area. He attended Brandeis University in Waltham, Massachusetts, where he earned an A.B. in Politics in 1984. Eric was awarded his Juris Doctor with Honors from the University of Miami School of Law in 1991. He was admitted to the Nevada Bar in 1991, and the Florida Bar in 1992. Eric began working with the Florida Elections Commission in 2001 as an Assistant General Counsel. Prior to working with the Commission, Eric was a Senior Attorney with the Department of Children and Families in Leon, Wakulla, and Franklin Counties.Jaakan Williams / Assistant General Counsel
Jaakan joined the staff in 2012. Prior to working with the Commission, Jaakan was an Assistant General Counsel with the Department of Business and Professional Regulation. He was admitted to practice law in the State of Florida in 2009.David Flagg / Investigations Manager
David joined the staff in August 1992 and is originally from the Boston, Massachusetts area. Previously, he served the Commonwealth of Massachusetts as a long-term-care ombudsman and the City of Brockton as a mediator for consumer-related issues.Keith Smith / Investigator
Keith joined the staff in February 1997 and was born and raised in Tallahassee, Florida. Prior to coming to work for the commission, he worked for the Department of State, Bureau of Administrative Code as a Publications Production Specialist. Keith has been with the state since 1985.Margie Wade / Investigator
Margie came to the Commission in 1998. She was previously employed by the Department of Children and Families as a Protective Services Investigator.Tracie Aulet / Investigator
Tracie joined the Commission in October 2004 as the Paralegal, and was promoted to Investigator in May 2007. Tracie is originally from New York, where she worked for the NYS Department of Substance Abuse Services and NYS Division of Parole.Cedric Oliver / Investigator
Prior to joining the Commission in September 2007, Cedric worked at the Florida Department of Children and Families as a Child Protective Investigator. He has a B.S. in Political Science and Social Work from Florida A&M University.Helen Hinson / Investigator
Helen joined the Commission’s staff in December 2007. Helen is a graduate of Florida State University. While attending Florida State University, she participated in the cooperative education program with the Florida Department of Transportation as an environmental specialist.Becky Marsey / Business Manager
Becky joined the Commission in October 2011. Prior to joining the commission, Becky held positions with Florida State University College of Law and Keiser University. Becky has a Bachelor of Arts degree and a Master of Science in Industrial/Organizational Psychology.Donna Malphurs / Agency Clerk
Donna re-joined the staff as an Investigator in July 2005, and was promoted to Agency Clerk in November 2011. She is a native of Tallahassee and has 21 years of government service having previously worked for the Florida Elections Commission and the Departments of Agriculture; Corrections; Revenue; State and Transportation.Xiomara Gonzalez / Paralegal
Xiomara joined the Commission in June 2012. Prior to joining the commission, Xiomara held positions at GrayRobinson, P.A., the Florida Department of Transportation and Florida Department of Children and Families. Xiomara has a Bachelor's degree from Florida State University.Ida Pittman / Receptionist
Ida has been with the Commission since April 2006.
