Meet the Staff


Tim Vaccaro / Executive Director
Tim Vaccaro joined the Florida Elections Commission as Executive Director in November 2018. Mr. Vaccaro earned his juris doctor from the Florida State University College of Law in 1990. His service to the State of Florida spans over 27 years. Mr. Vaccaro has worked for several agencies including: the Florida Department of Business and Professional Regulation, the Florida Senate Committee on Regulated Industries, the Florida Department of Highway Safety and Motor Vehicles, and the Florida Public Service Commission. Mr. Vaccaro is admitted to practice law in Florida.
Mehgean Willoughby / Chief of Staff
Prior to joining the commission in February 2019, Mehgean served for four years in the Office of the Attorney General, Division of Administrative Services, Director's office. The majority of Mehgean’s career has been spent overseeing the daily functions of business management including, personnel, budget and legislative matters, in both the private and public sectors.
Stephanie Cunningham / General Counsel
Stephanie joined the Commission in 2013. She attended Florida State University, where she earned both a Bachelor of Science (Criminology and Psychology) degree in 2006 and a law degree, cum laude, in 2009. Stephanie previously worked as an associate attorney in a small law firm, where she represented clients in state and federal court, primarily in the areas of commercial litigation and copyright infringement. Stephanie is admitted to practice law in the State of Florida.
Mattie Clay / Assistant General Counsel
Mattie joined the Florida Elections Commission in October 2020. Mattie earned a Bachelor of Science in Psychology from the University of Florida in 2009 and a Juris Doctor from Florida Coastal School of Law in 2013. Mattie handled personal injury and landlord-tenant cases before beginning her work with the State of Florida in 2015. Mattie worked as a Child's Best Interest Attorney with the Guardian ad Litem Program in Okaloosa and Escambia County and, in 2019, joined the Department of Children and Families as a Senior Attorney in Escambia County.
Cole Kekelis / Chief Regulatory Counsel
Before joining the Commission in 2016, Cole worked at the Florida Commission on Human Relations for ten years, first as an investigator and then as an attorney. Cole also served as an adjunct professor in the history department at Barry University. Cole earned his Bachelors, Masters and Juris Doctor degrees from Florida State University, after receiving an Associate’s degree from Gulf Coast Community College.
Donna Malphurs / Agency Clerk
Donna re-joined the staff as an Investigator in July 2005, and was promoted to Agency Clerk in November 2011. She is a native of Tallahassee and has 25 years of government service, having previously worked for the Florida Elections Commission and the Departments of Agriculture, Corrections, Revenue, State, and Transportation.
Cedric Oliver / Investigator
Prior to joining the Commission in September 2007, Cedric worked at the Florida Department of Children and Families as a Child Protective Investigator. He has a B.S. in Political Science and Social Work from Florida A&M University.
Helen Hinson / Investigator
Helen joined the Commission’s staff in December 2007. Prior to joining the Commission, she worked for several government entities, and was recently recognized for her service to the State of Florida. Helen is a graduate of Florida State University.
Courtenay Harrold / Investigator
In June 2019, Courtenay joined the staff after spending 4 years as an Investigation Specialist with the OAG's Consumer Protection Division, where she handled civil matters and price gouging. A native of San Diego, she earned degrees from Baylor University (BA, MS) and Scotland’s University of Edinburgh (MSc), and later worked as a college instructor while completing doctoral work at FSU.
Brian Ayres / Investigator
Brian joined the staff in July of 2019. Prior to joining the Commission Brian worked within Florida’s Medicaid Fraud Control Unit as an Analyst for criminal and civil investigations. Brian received his B.S. from Northern Arizona University in Criminology and Criminal and Justice.
Charles Mellow / Investigator
Chuck joined the staff in March 2020 and has lived in Tallahassee, Florida since 1987. Prior to coming to work for the commission, he worked for the Florida Department of Education, Office of Student Financial Assistance as a Program Specialist. Chuck has been with the state since 1998.
Br'Axeton Wims / Deputy Agency Clerk
Br’Axeton joined the staff in 2013. Originally from south Florida, Br’Axeton studied at the University of South Florida before moving to Tallahassee.
Jennifer Daughtry / Administrative Assistant
Jennifer joined the Commission's administrative staff in July 2022. Jennifer earned a Bachelor degree from the State University of New York at Buffalo and a Masters degree from Florida State University.
