Meet the Staff
Amy McKeever Toman / Executive Director
Amy joined the Florida Elections Commission as Executive Director in February 2013. Amy studied at Boston College, earning an undergraduate degree in English in 1986. She graduated from Loyola University School of Law in 1992, and began her law career as an Associate in the civil litigation departments of Williams & Montgomery, Ltd., and then Barnes & Thornburg, LLP, both in Chicago, Illinois. Amy’s service to the State of Florida began in 2004. She has worked for several government entities, including the Agency for Persons with Disabilities, the Florida Senate Committee on Children, Families, and Elder Affairs and, most recently, the Department of Business and Professional Regulation. In July 2016, Amy graduated from the Certified Public Management (CPM) Program, administered by the Florida Center for Public Management in the Askew School of Public Administration at Florida State University.
Becky Marsey / Chief of Staff
Becky joined the Commission in October 2011. Prior to joining the commission, Becky held positions with Florida State University College of Law and Keiser University. Becky holds a Bachelor of Arts degree from Stetson University and a Master of Science degree in Industrial/Organizational Psychology from Walden University. In 2014, Becky completed Beginning, Intermediate, and Advanced Project Management Courses through the Tallahassee Community College Workforce Development Department. In July 2016, she graduated from the Florida CPM Program.
Eric Lipman / General Counsel
Eric is originally from the Boston, Massachusetts area. He attended Brandeis University in Waltham, Massachusetts, where he earned a B.A. in Politics in 1984. Eric was awarded his Juris Doctor with Honors from the University of Miami School of Law in 1991. He was admitted to the Nevada Bar in 1991 and the Florida Bar in 1992. Eric began working with the Florida Elections Commission in 2001 as an Assistant General Counsel. Prior to working with the Commission, Eric was a Senior Attorney with the Department of Children and Families in Leon, Wakulla, and Franklin Counties.
Stephanie Cunningham / Assistant General Counsel
Stephanie joined the Commission in 2014. She attended Florida State University, where she earned both a Bachelor of Science (Criminology and Psychology) degree in 2006 and a law degree, cum laude, in 2009. Stephanie previously worked as an associate attorney in a small law firm, where she represented clients in state and federal court, primarily in the areas of commercial litigation and copyright infringement.
Cole Kekelis / Assistant General Counsel
Before joining the Commission in 2016, Cole worked at the Florida Commission on Human Relations for ten years, first as an investigator and then as an attorney. Cole also served as an adjunct professor in the history department at Barry University. Cole earned his Bachelors, Masters and Juris Doctor degrees from Florida State University, after receiving an Associate’s degree from Gulf Coast Community College.
Donna Malphurs / Agency Clerk
Donna re-joined the staff as an Investigator in July 2005, and was promoted to Agency Clerk in November 2011. She is a native of Tallahassee and has 25 years of government service, having previously worked for the Florida Elections Commission and the Departments of Agriculture, Corrections, Revenue, State, and Transportation.
David Flagg / Investigations Manager
David joined the staff in August 1992 and is originally from the Boston, Massachusetts area. Previously, he served the Commonwealth of Massachusetts as a long-term-care ombudsman and the City of Brockton as a mediator for consumer-related issues.
Keith Smith / Investigator
Keith joined the staff in February 1997 and was born and raised in Tallahassee, Florida. Prior to coming to work for the commission, he worked for the Department of State, Bureau of Administrative Code as a Publications Production Specialist. Keith has been with the state since 1985.
Margie Wade / Investigator
Margie came to the Commission in 1998. She was previously employed by the Department of Children and Families as a Protective Services Investigator.
Cedric Oliver / Investigator
Prior to joining the Commission in September 2007, Cedric worked at the Florida Department of Children and Families as a Child Protective Investigator. He has a B.S. in Political Science and Social Work from Florida A&M University.
Helen Hinson / Investigator
Helen joined the Commission’s staff in December 2007. Helen is a graduate of Florida State University. While attending Florida State University, she participated in the cooperative education program with the Florida Department of Transportation as an environmental specialist.
Samantha Spore / Investigator
Samantha joined the staff in January 2017. Prior to joining the Commission, she was employed by the Department of Health as a Master Adjudicator and most recently as a Hearing Officer. Samantha holds a Bachelor of Arts from Florida State University.
Erin Riley / Deputy Agency Clerk
Erin joined the staff in 2013. Prior to working for the Commission Erin held several positions with the Office of the Attorney General. Erin earned her Associates degree from Tallahassee Community College in 2015, and is currently pursuing a Bachelor's degree from Florida State University.
Br'Axeton Wims / Administrative Assistant I
Br’Axeton joined the staff in 2013. Originally from south Florida, Br’Axeton studied at the University of South Florida before moving to Tallahassee.
Ida Pittman / Receptionist
Ida has been with the Commission since April 2006.
